Why is the table two different characters?
┻ is a box-drawing junction with the stem pointing up, ┬ has it pointing down. Flip the whole thing mentally and you get an upside-down table and a right-way-up one. The heavy line ━ is the tabletop.
Does the table flip work outside monospace?
Yes — it is one line, so nothing has to align vertically. It renders correctly in normal chat text, which is the whole reason it spread.
What is the ︵ character between the person and the table?
A presentation form of a bracket, used here as the arc of the throw. It is optional; plenty of people drop it and the joke still lands.
